PRESENT  

Chairperson Vincent Forte, Jr., Vice Chair Tricia Leclair, Member Kelly McGovern, Health Agent Michael Catalano.  and Minutes Clerk, Elizabeth Donovan

call to order

Ms. McGovern called the meeting to order at 7:30 p.m.

APPROVAL OF MINUTES

Ms. McGovern moved to approve the Minutes of March April 7, 2016; with edits, motion was seconded by Ms. Leclair and carried.
HEALTH AGENT UPDATES

Smoking Policy during July 4th Celebration– Agent Catalano stated that the public must adhere to the smoking policy on school grounds and where people are congregated; signs are up.

A Needle Disposal Kiosk will soon be located at the Senior Center.

A Choke Safer Class for all restaurant personnel will be offered by the fire chief. He has agreed to also include a CPR class as well.

Mike Sarasin will be offering another ServeSafe certification class soon.

On June 11th, Bellingham will celebrate Earth Day.

Public Health Nurse - 7:45 p.m.

Ms. Patricia Parent (Trish) was present to introduce herself to the board. She has been the Public Health Nurse for the Town of Upton for the past 22 years. Sarah Wasiewicz will be leaving this position on April 30th.

Laura Dematto, Director of the Senior Center was also present and discussed a grant she wrote for and was awarded for an Outreach initiative. She is currently working on a grant for assistance with individuals with brain damage.  

Ms. McGovern moved to enter a municipal agreement to hire Trisha Parent as Bellingham’s Public Nurse effective May 2, 2016. Ms. Leclair seconded; motion carried.


OLD BUSINESS
Littering – The proposed amendment to Chapter 113-1 Littering Bylaw was tabled.
HEALTH AGENT UPDATES

Agent Catalano advised that the public will need to respect the no smoking policy where people are congregated and since the July 4th celebration takes place on school grounds, the public will need to adhere to the regulations.

Agent Catalano will be with the Franklin Charter School children at Silver Lake on April 26th from 12:30 to 3:30 to help clean up the area in honor of Earth Day.

Twin Brooks – Agent Catalano do more research on the 32 units in need of septic repair. Discussion included how it will impact the number of Betterment Loans approved each year, whether the state can separate this from the allotted amount, can condo owners apply independently, and why the association isn’t taking out a loan.

BILLS
Ms. Leclair moved to pay $56.30 to HF Group LLC; Ms. McGovern seconded; motion carried.

Ms. Leclair moved to pay $75.00 to MEHA for May 4, 2016 Conference at Gillette Stadium Center in Foxboro. Ms. McGovern; seconded; motion carried.

BETTERMENT BILLS

Ms. McGovern moved to approve payment of $20,150.00 for Judith Olivo,  61 Pleasant Street, motion was seconded by Ms. Leclair and carried.

Ms. McGovern moved to approve payment Phil’s Landscaping and Maureen Lydon for $13,250.00 for 29 Bliss Road; motion was seconded by Ms. Leclair and carried.

Ms. McGovern moved to approve payment of application fee of $150.00 to Town of Bellingham and Benedict Aurian Blajeni for 67 Blackstone Street, motion was seconded by Ms. Leclair and carried.

Ms. McGovern moved to approve payment of $11,925.00 to Frank Morse and Kathleen McClennan for 87 Lakeshore Drive, motion was seconded by Ms. Leclair and carried.

Ms. McGovern moved to pay $14,000 to Dave Brown and Thomas Steeves for 1451 Pulaski Boulevard, motion was seconded by Ms. Leclair and carried.

PLANS FOR REVIEW

Ms. McGovern moved to approve septic local upgrade approvals to Title 5 and/or local regulations: variance to 310.CMR 15.212 (1) the proposed SAS does not meet the required seasonal groundwater 4ft required 3 ft. provided for 450 Hartford Avenue Ms. Lelair seconded and motion carried.

Ms. McGovern moved to approve plans for 803 and 805; Lots 1 and 2 Pulaski Boulevard new construction no variances, Ms. Leclair seconded and motion carried.


ADJOURNMENT

Ms. McGovern moved to adjourn the meeting at 9:23 p.m.; motion was seconded by Ms. Leclair and carried.
